How to apply for Govt job (online) through proper channel?

If a person is doing a Govt job if he wants to apply for another Govt job where a candidate has to apply ONLINE then how will he apply the job through proper channel(through Department)?

Government has not yet amended rules for sending applications online through proper channel.

So, send application in ohysical form through proper channel while another online direct to the concerned employer.

one thing I want to know---
Suppose I apply the job online by filling up the online form and clicking SUBMIT button.
if I click SUBMIT button then online application will be sent.
Then if I take the print out of the application and if I give the print out copy to my Department(where I work) , will it be ok?Will the Department(where I work) send the print out through proper channel?
But in the advertisement it is mentioned that "Don't send print out of the application."
This is very confusing.
I can not understand.
I asked my Department what to do.
But they also don't know properly.

There is no method of offline application.
only way to apply is through online.
only if I fill up the online application form and click SUBMIT button then only application will be sent and only way to
get the physical copy of the application is to print
out of the application after clicking SUBMIT button.

If you are planning to apply for another Government job through online, then in that event, submit an application to your present department seeking NOC - (forwarding through proper channel has the same effect).

Keep the NOC with you, as and when the appointment takes place, then you will not have any difficulty at the time of relief as you have NOC.

In my view this is the maximum that you can do in the given situation/ circumstance.

Get prior permission from your department for submission of application online. Also submit printout of application to your department.

first consult admn branch of your deptt. They are getting heavy salary for deciding such issues and also have a round structure above their shoulders which contains brain.
